Christopher M. Bailey, CPA, CFE


In 1975, Christopher M. Bailey, CPA, CFE, CFF formed the original firm that eventually became Bailey, Carr CPAs, P. C. The firm began as a sole-practitioner and grew over the years to a regionally respected certified public accounting firm with clients in the majority of the states within the continental United States as well as in several foreign nations throughout the world, including The United Kingdom, China, and Malta. During his tenure the firm’s grew annually, had two offices in separate cities, and the employees grew to 11.


Initially the firm concentrated in the traditional accounting, tax and occasional audit work on behalf of their clients.  Under Mr. Bailey’s leadership, the firm added specialties as well as additional education so that they could perform virtually everything from Retirement Plan audits to Yellow Book audits, in addition to the more traditional Audit, Review, and Compilation work that they had always provided for their clients.


In 1996, he became one of the early members of the Association of Certified Fraud Examiners. He has used this educational background to perform numerous fraud examinations for a variety of clients.


Working closely with client management, Christopher has developed many business plans for multiple companies. These plans include year-end planning of executive bonuses based on performance standards, as well as distributions to shareholders to provide substantial earnings recognition without hampering future cash flows. Additional plans have assisted one client in determining the feasibility of purchasing a division of a major medical manufacturer and taking the newly formed entity private.  In the initial year of the new entity’s existence, the sales achieved amounted to 5 Million Dollars.  This was in excess of the previous high sales for the division under the former ownership. Another plan led to the creation of the largest facility dedicated to the training of young gymnastics students in the Northeast quadrant of the United States. 

In addition to planning for expansions, Mr. Bailey has assisted clients with the sale of their business.  In one case, he was part of the team that negotiated the sale of a business to an international company for a total sale price of over 30 Million Dollars.  This resulted in a return to the owners of the original company in excess of 25 Million Dollars.

When he became a member of the Association of Certified Fraud Examiners, Christopher utilized his knowledge to assist in several large fraud investigations.  He has led the examination of several fraud cases which have resulted in discovering losses in excess of $350,000 in one case.  In the past three years, he has completed forensic audits which resulted in guilty pleas from the perpetrator.  In two of these cases, the District Attorney did not need to take the case to a Grand Jury, as when the defendant discovered the depth of the results of the audit, they pled to all charges as presented.

Christopher’s ability to plan the forensic work in an efficient and structured manner has two distinct advantages. First, it creates an efficient methodology for the work to be completed.  Second, it allows for adjustments if, when completing the field work, a new avenue of inquiry arises, the additional work can be merged into the existing plan with a minimum of disruption.

Christopher is a graduate of St. John Fisher College in Rochester, New York, where he received his Bachelors of Business Administration – Accounting.  He is a member of the AICPA, the New York State Society of Certified Public Accountants (NYSSCPA), and the Association of Certified Fraud Examiners (ACFE).  His certifications are: Certified Public Accountant licensure by the State of New York; AICPA Certificate of Educational Achievement – Business Valuation; Certified Fraud Examiner (ACFE); Certified in Financial Forensics (AICPA). Christopher is also an honorably discharged veteran of the United States Army from the Vietnam era.
